The Dominican Republic is no longer a Caribbean promise; it has become one of the most solid and profitable destinations for investment in Latin America. • Confotur: IPI and transfer tax exemptions on an approved unit bought from the developer, for up to 15 years from completion
  • Hotel occupancy in Punta Cana: 85.5% from January to August 2026

Why Invest in the Dominican Republic? 5 Pillars for the Discerning Investor

Beyond the obvious benefits like sun, beaches, or tourism, investing in the Dominican Republic is underpinned by robust macroeconomic and legal foundations that can support investors, although every investment carries risk.

1. Sustained Economic Growth and Political Stability

The Dominican Republic maintains one of the most dynamic economies in Latin America. Over the last decade its economy has grown faster than the Latin American average, driven by tourism, construction, foreign investment, and monetary stability. Growth slowed to 2.1% in 2025 and picked up again this year: the monthly economic activity index (IMAE) was 4.5% higher in January to August 2026 than a year earlier. Source: Banco Central de la República Dominicana, September 2026.

Furthermore, the country has solidified its position as one of the region’s most stable democracies, with policies geared toward attracting capital and protecting investors. This combination of sustained growth and a stable political environment creates an ideal framework for capital security and long-term profit projection.

2. High-Impact Tax Incentives: The Confotur Law as a Strategic Ally

The Law for the Promotion of Tourist Development (Law 158-01, known as Confotur) offers exceptional tax advantages for those who invest in tourism or real estate projects within designated zones. These incentives are one of the country’s biggest draws for foreign capital. Confotur is also the name of the council, under the Ministry of Tourism, that decides which projects qualify.

Key Benefits of the Confotur Law:

  • Exemption from Income Tax for the company behind the approved project, for 15 years counted from the end of construction.
  • Exemption from the Real Estate Transfer Tax (3%).
  • Exemption from the Real Estate Property Tax (IPI, Impuesto al Patrimonio Inmobiliario) within that same 15-year window.
  • Exemption from import taxes on machinery, equipment, and materials for the construction or initial equipping of the project.

One detail changes the numbers: these exemptions apply when you buy directly from the developer of a Confotur-approved project. If you buy a resale unit, they do not pass to you. Source: Law 158-01, art. 4, paragraph IV, as restored by Law 195-13.

Source: Law 158-01 (Confotur, as amended by Law 195-13) and Law 171-07, Dominican Republic

For a buyer, the certain saving is the 3% transfer tax and the annual IPI. Whether the income tax exemption also covers your own rental income depends on the project's Confotur resolution, so get it confirmed in writing before you count on it. If you are tax resident in Spain, the rent is also taxed in your Spanish income tax return. Under the Spain and Dominican Republic tax treaty, Spain only credits Dominican tax actually paid, so a Dominican exemption does not cut your Spanish bill (Source: treaty signed in Madrid on 16 November 2011, BOE-A-2014-6918, arts. 6 and 22).

A practical note on moving the money: deposits, notary fees and down payments are normally paid by international transfer, and traditional banks often add a significant margin on the exchange rate plus transfer fees. For the transfers in a purchase process we recommend Wise: you get the mid-market exchange rate with low, transparent fees, and your first transfer is free with this link. 3. A Dollarized and Expanding Real Estate Market

The Dominican real estate market is in a phase of sustained expansion. High-value transactions are predominantly conducted in US dollars, which shields the investor from potential fluctuations of the Dominican Peso and adds long-term stability.

In established destinations like Punta Cana, Cap Cana, or Santo Domingo, the demand for luxury and vacation properties continues to grow. Returns on tourist rentals depend on occupancy, management costs and the purchase price, and no official statistic measures them, so work them out with the real figures of each property.

Rental Returns and Occupancy in 2026: The Real Numbers

Hotels fill up far better than private holiday flats. Hotels in Punta Cana and Bávaro ran at 85.5% average occupancy from January to August 2026, while holiday apartments in the same area listed on Airbnb and similar sites stay booked between 34% and 48% of nights, depending on who measures it. A flat is not a hotel, and it will not fill like one.

AreaHotel occupancy, Jan to Aug 2026Gross long-term rental yield

Whole country79.3%9.21%
Source: Banco Central de la República Dominicana with Asonahores data, August 2026 (occupancy); Global Property Guide, Q3 2026, asking prices and rents (yields)

Read the yields with care. They are gross and come from asking prices and asking rents for long-term lets, not from holiday rentals or hotel rooms. After management, maintenance, condo fees and taxes, expect something closer to 7% to 7.5% net. For short stays, AirROI puts a Punta Cana listing at 34.2% occupancy and about US$10,800 a year in revenue (September 2026), and Airbtics gives a median of US$21,000 for active listings (March 2026).

The "up to 10%" you see in adverts is usually a developer projection for a stabilised year, a gross figure, or a mix of rent plus expected price growth. Rental guarantees tend to last two or three years. Ask who pays the guarantee, what happens after it ends and whether it is already built into the price.

Demand is there: the country received 8,556,416 visitors from January to August 2026, 6.9% more than a year earlier. Source: Ministry of Tourism (Mitur), September 2026.

Dominican legislation guarantees foreigners the same property rights and legal protection as national citizens. Any person can acquire real estate, establish companies, or participate in investment projects without restrictions based on nationality.

The rule behind this is Law 16-95 on Foreign Investment, which gives foreign capital the same treatment as local capital. Registering the investment with ProDominicana, the state export and investment agency, is what later lets you prove where the money came from when you sell or send profits home.

Furthermore, the legal framework allows for the free repatriation of profits and capital, provided the corresponding tax requirements are met. This legal certainty, coupled with transparency in registries and clarity in notarial procedures, makes the country a reliable environment for long-term investments.

5. Residency by Investment: A Tangible Benefit

The Dominican Republic’s Residency by Investment program offers a direct path for those who make a minimum investment of $200,000 USD in the country in approved real estate or tourism projects, such as apartments, villas, or hotel rooms. This modality grants legal residency with multiple advantages:

  • Free entry and exit from the country.
  • Possibility of including immediate family members in the application.
  • Personal tax benefits and legal stability.
  • Access to permanent residency and, subsequently, citizenship.

This program not only facilitates the investor’s asset management but also provides added value: the opportunity to establish a second home in a solid, expanding economic and tourist environment.

SIX OPTIONS

Best Investments in the Dominican Republic in 2026: What Foreigners Actually Buy

Holiday rental condos

Punta Cana and Bávaro. Easy to rent in high season, but a flat fills far less than a hotel, and fees and management take a real share.

Long-term rentals in Santo Domingo

Tenants are executives, students and local families. Lower headline yield than a beach flat on paper, steadier over twelve months.

Hotel rooms and condo-hotels

You own the unit and a chain or operator runs it. Returns depend on the contract. We explain how it works in our guide to buying hotel rooms (in Spanish).

Pre-construction units

Lower entry prices and payment plans, plus Confotur exemptions if the project qualifies. The risk is delivery: check the developer and pay in stages.

Land and villas

Las Terrenas, Cap Cana and the north coast. Slower to sell, so it fits buyers who plan to hold for years or build their own home.

Stock market and bonds

The Dominican stock exchange (Bolsa y Mercados de Valores, BVRD) is small and trades mostly bonds, supervised by the Superintendencia del Mercado de Valores. It is a niche next to property.

Strategic Zones: Where to Invest Your Money in the Dominican Republic?

Not all areas offer the same opportunities. For a high-net-worth investor, the key is to combine profitability, security, and exclusivity. Below, we analyze the country’s most relevant destinations, each with a distinct investment profile, from premium tourism to urban business and boutique projects.

Investing in Punta Cana: The Epicenter of Tourist Profitability

Punta Cana has consolidated itself as the #1 destination for tourist real estate investment. Its growth is driven by modern infrastructure, including a highly connected international airport, well-developed highways, and direct access to main beaches and resorts.

The area attracts millions of tourists every year, ensuring constant demand for vacation rentals. For the investor, this translates into sustainable returns and growing appreciation potential, especially in apartments, villas, and integrated complexes with full resort services.

Investing in Cap Cana: Luxury, Exclusivity, and Golf

Cap Cana represents the next level of investment in the Dominican Republic. This exclusive enclave offers:

  • Private marina with direct sea access.
  • Golf courses designed by Jack Nicklaus.
  • Luxury hotels and 5-star resorts.
  • High-standard villas and apartments with ocean or golf course views.

The ideal investor profile here seeks premium properties, high appreciation, and an exclusive lifestyle. It is the perfect area for those who prioritize exclusivity and long-term profitability in a luxury market.

Investing in Bávaro – Punta Cana: The Heart of Vacation Rental

Bávaro combines accessibility with high tourist demand. It is less exclusive than Cap Cana but offers exceptional opportunities for apartments and villas intended for short-term rentals on platforms like Airbnb.

Projects typically include resort-style amenities such as pools, recreational areas, gyms, and direct beach access, which increases their appeal to international tourists. Occupancy depends on the season, the building and how the unit is managed.

Investing in Santo Domingo: The Center of Business and Urban Life

Santo Domingo, the country’s capital, is the Dominican Republic’s urban and financial hub. Investing here provides access to:

  • Luxury apartments for executives and expatriates.
  • Commercial premises in high-traffic areas.
  • Boutique projects in the Colonial Zone, combining historical heritage and cultural tourism.

The city offers stable long-term profitability, especially in residential and commercial properties, and benefits from constant economic growth and modern urban development.

Other High-Potential Areas for Investing in the Dominican Republic

Las Terrenas (Samaná)

Las Terrenas stands out as a bohemian-chic paradise, with a predominantly European visitor profile. It is ideal for investing in luxury villas and ecotourism projects, combining rental profitability with appreciation due to exclusivity and natural beauty.

Puerto Plata

Puerto Plata has experienced a tourism renaissance and is increasingly attractive to investors. Its port receives international cruise ships, hotel infrastructure is expanding, and properties show remarkable revaluation potential, both in residences and commercial developments.

The Process: Roadmap for a Successful and Secure Investment in the Dominican Republic

Investing in the Dominican Republic requires planning, legal knowledge, and specialized advice. This practical guide details the essential steps to reduce legal and tax risks before you buy.

Key Requirements for a Foreign Investor

Before initiating any investment, it is important to comply with certain legal and tax requirements:

  • Valid passport.
  • Obtaining the RNC (National Taxpayer Registry).
  • Residency: not mandatory for buying, but recommended for operating and managing projects.
  • Certificate of no criminal record, required if applying for residency by investment.

Meeting these requirements ensures that the investment process proceeds without legal and tax setbacks.

Structuring the Investment: Individual or Company (SRL)?

For significant investments, the formation of a Limited Liability Company (SRL) offers strategic advantages:

  • Protection of personal assets from project risks.
  • Tax optimization, allowing income and expenses to be structured efficiently.
  • Flexibility to include partners and manage multiple investments.

A local lawyer and accountant can tell you whether a company structure makes sense for your case.

The Real Estate Purchase Process Step by Step

A secure investment requires following a structured procedure:

  1. Due Diligence

Exhaustive review with an expert local lawyer, including property titles, liens, and regulations.

  2. Promise of Sale Contract

Preliminary agreement that secures clear conditions for both parties.

  3. Payment of taxes and registration of the property title

Legal formalization of the purchase, guaranteeing full rights over the property.

This approach minimizes risks and allows for informed decisions at every stage of the investment.

How Much Does It Cost to Buy Property in the Dominican Republic as a Foreigner?

On top of the price, budget for these taxes and fees. A foreigner pays exactly what a Dominican buyer pays.

CostHow muchWhen
Real estate transfer tax3% of the higher of the price or the DGII appraisalOnce, when the title is registered
IPI (Impuesto al Patrimonio Inmobiliario)1% a year on the part of your total Dominican property above RD$10,695,494Every year

If you earn in euros or pounds, add currency risk. Prices, rents and guarantees are in US dollars, and since 2021 the euro has moved between 0.98 and 1.22 dollars, a swing of about 24%. On 29 September 2026 one euro bought 1.1355 dollars. Source: ECB reference rates, September 2026.

Is It Safe to Invest in Dominican Republic Real Estate?

It can be, if you check the right things. Most problems buyers report come from titles, unfinished projects or promised returns, not from the law itself.

  • Title: ask your lawyer for a certificate of legal status (certificación de estado jurídico) from the Registro de Títulos. It shows the owner and any mortgage or lien.
  • Surveyed plot: under Law 108-05 on Real Estate Registration, the property should have its own individual title with a completed survey (deslinde).
  • Pre-construction: pay in stages tied to building progress and check the developer's finished projects before you sign.
  • Returns: get any rental guarantee in writing, with who pays it and for how long.
  • Resale: remember that Confotur exemptions do not pass to the next buyer.

Financing for Foreigners: A Viable Option

Contrary to what many believe, local banks offer financing to foreigners, for a share of the appraisal value that each bank sets according to the buyer's profile.

Compare offers from several banks and ask a local independent adviser to review the terms before you sign.

Strategic Advantages and Benefits of Investing in the Dominican Republic

Investing in the Dominican Republic not only offers profitability and appreciation but also a set of strategic and legal benefits that reinforce the investor’s decision. Below, we analyze the elements that make this country a unique destination for high-net-worth capital.

Confotur Law: Tax Incentives that Multiply Your Return

The Law for the Promotion of Tourist Development (Law 158-01 or Confotur) is a strategic ally for the tourism and real estate investor. Its benefits include:

  • Income Tax exemption for 15 years for approved tourism projects, counted from the end of construction.
  • Exemption from the Real Estate Transfer Tax (3%), reducing initial acquisition costs when you buy from the developer.
  • Exemption from the Real Estate Property Tax (IPI) for 15 years from the end of construction, only if you buy directly from the developer.

In practice, this translates into direct tax savings that increase the Return on Investment (ROI), making luxury and tourism projects more attractive and sustainable long-term.

For foreign investors, the Residency by Investment program adds strategic value:

  • Minimum Investment: generally starting from $200,000 USD, depending on the project type.
  • Benefits: ease of entry and exit from the country, personal tax advantages, and greater legal certainty.
  • It allows the investor to manage their assets from the DR, optimizing operations and control over their assets.

This route not only protects capital but also opens doors to additional business opportunities and networking with other high-level investors.

Dollarized Market: Protection Against Devaluation

Most high-value real estate transactions in the Dominican Republic are conducted in US dollars, which:

  • Protects the investor against the devaluation of the Dominican Peso.
  • Keeps returns in a strong currency, which reduces currency risk but does not guarantee income.
  • Facilitates the repatriation of profits, with less exposure to exchange rate risk.

For vacation rental properties, returns in prime areas depend on occupancy, management costs and the purchase price of each property. You can run your own figures with our rental yield calculator (in Spanish, works with any currency).

High Capital Gains and Strategic Diversification

The country offers an expanding real estate market, with consolidated zones like Punta Cana and Cap Cana, as well as emerging destinations like Las Terrenas or Puerto Plata. This allows for:

  • Geographical diversification of the investment.
  • High appreciation in tourism and residential projects.
  • Recurring rental income and long-term growth in property value.

For the discerning investor, this combination of security, profitability, and exclusivity makes the Dominican Republic a strategic and competitive destination compared to other markets in the Caribbean and Latin America.

Types of Visas and Residency Programs for Investors in the Dominican Republic

Investing in the Dominican Republic not only offers financial benefits but also the possibility of accessing legal residency through specific programs for foreigners. Below are the most relevant:

Investor Visa

  • Requires a minimum investment (e.g., $200,000 USD) in approved real estate or tourism projects.
  • Grants permanent residency directly, with no temporary stage first. The first card lasts one year and later cards four years, renewable. Source: Dirección General de Migración, September 2026.
  • Benefits: legal protection, fiscal facilities, and access to local services.

Pensioner or Annuitant Visa

  • Aimed at foreigners with stable income from abroad, such as pensions or annuities. You can read more about Law 171-07.
  • Requirements: proof of a stable monthly income of at least US$1,500 for pensioners or US$2,000 for rentistas (source: Law 171-07), certificate of no criminal record, valid passport.
  • Benefits: legal residency, partial tax exemptions, and ease of opening bank accounts and contracting services.

Residency by Employment or Self-Employment

  • If an individual establishes their own business or works for a local company, residency linked to the economic activity can be processed.

If you wish to know which program is most suitable for your profile and how to process your residency in the Dominican Republic, a local immigration lawyer can handle the application with you.

FAQs on Investing in the Dominican Republic

Below, we answer the most frequent questions from international investors, combining practical, legal, and financial information to guide safe and strategic decisions.

Is investing in the Dominican Republic a good idea?

Yes, investing in the Dominican Republic is widely considered a good idea, particularly in the real estate and tourism sectors. The country is recognized as one of the fastest-growing economies in Latin America, driven by:
Sustained Economic Growth: The economy has historically been among the top performers in the region,
Strong Foreign Investment: The Dominican government actively encourages Foreign Direct Investment (FDI) with a solid legal framework that grants foreign and local investors equal treatment.
Key Incentives: Laws like Confotur (Law 158-01) offer significant tax exemptions (transfer tax and IPI, and income tax for the approved project, for 15 years from the end of construction) for investments in approved tourism and real estate projects bought directly from the developer.
Dollarized Real Estate Market: High-value property transactions are conducted in US dollars, offering stability and protection against local currency fluctuations.

Is $100 a lot of money in the Dominican Republic?

No, $100 USD is not considered a large sum of money in the Dominican Republic, especially for high-net-worth investors.
While $100 is substantial enough to cover basic expenses for a day or two, it is a modest amount in the context of the overall economy and foreign investment standards. For example, the minimum investment required for the Residency by Investment program is $200,000 USD.

How much does it cost to buy Dominican Republic citizenship by investment?

The Dominican Republic does not have a formal, direct “Citizenship by Investment” (CBI) program that allows you to buy citizenship outright, unlike some other Caribbean nations.
However, the country offers a fast-track route to citizenship through its Residency by Investment program:
Residency Requirement: You must first obtain Permanent Residency by Investment by making a minimum investment of $200,000 USD in real estate, local businesses, or financial instruments.
Path to Citizenship: After obtaining permanent residency, you are typically eligible to apply for naturalization (citizenship) after maintaining residency for two years and meeting other legal requirements.
Therefore, the investment threshold to start the path to citizenship is $200,000 USD plus associated legal and governmental processing fees.
(Note on Confusion: The country of Dominica, a separate Caribbean island nation, does have a formal CBI program, with a minimum contribution of US$200,000 to the Economic Diversification Fund for a single applicant. This is often confused with the Dominican Republic.)

How can I invest in the Dominican Republic?

Foreigners enjoy the same rights to ownership and investment as Dominican citizens. The most common and strategic ways to invest include:
Real Estate Investment (The most popular route):
Acquire vacation homes, apartments, or villas in high-growth areas like Punta Cana, Cap Cana, Bávaro, or Santo Domingo.
Many projects qualify under the Confotur Law, providing significant tax exemptions.
Foreigners can secure local financing from Dominican banks; the share of the property value each bank lends depends on the buyer's profile.
Residency by Investment:
Invest a minimum of $200,000 USD in real estate or other qualifying assets to obtain immediate Permanent Residency.
Establishing a Business:
Invest in the tourism sector (e.g., a boutique hotel or tour business) to potentially qualify for tax breaks under Law 158-01.
Establish a company in a Free Trade Zone (FTZ) for exemptions on income taxes and import duties.
Equity and Financial Markets:
Invest in local financial instruments, stocks, or contribute to the capital of a Dominican company.
Key Steps for a Foreign Investor: It is crucial to engage an experienced local lawyer to conduct Due Diligence on property titles and to determine the optimal legal structure for your investment (e.g., in your personal name or through a local SRL company).

Can a US citizen buy a home in the Dominican Republic?

Yes. US, UK and other foreign buyers can own property in their own name, freehold, with the same rights as Dominicans. You do not need residency to buy, only a valid passport. A local lawyer checks the title and registers the purchase, and you will need a taxpayer number (RNC) for the property taxes.

How much money do you need to retire in the Dominican Republic?

For residency as a pensioner, Law 171-07 asks for a proven pension of at least US$1,500 a month. If your income comes from investments or rents instead, the rentista route asks for US$2,000 a month. Living costs depend heavily on the area and on whether you rent or own.

Do Confotur tax exemptions apply to resale properties?

No. The exemptions from transfer tax and IPI are for the first buyer who purchases directly from the developer of an approved project. A resale buyer pays the 3% transfer tax and, above the threshold, the annual IPI. Source: Law 158-01, art. 4, paragraph IV.
